International Commissioning Projects

DOE supports international activities focused on assessing and optimizing the performance of energy systems in buildings. Currently there are two primary international projects.

Energy Conservation in Buildings & Community Systems (ECBCS), Annex 40

DOE is participating in the International Energy Agency's ECBCS Annex 40, focused on Commissioning of Building HVAC Systems for Improving Energy Performance. The objective of this annex is to develop, validate, and document tools for commissioning buildings and building services. These tools will include guidelines on commissioning procedures as well as prototype software that could be implemented in stand-alone tools or embedded in building energy management systems. Some of the procedure developed in this annex may be transferred to standardization bodies and could eventually become the basis for new commissioning regulations.

International Performance Measurement and Verification Protocol (MVP)

DOE sponsors the International Performance Measurement and Verification Protocol (MVP) with support from a broad coalition of facility owners/operators, financial institutions, energy service companies, and other stakeholders. The MVP provides an overview of current best practices available for verifying results of energy efficiency, water efficiency, and renewable energy projects in commercial and industrial facilities. It may also be used by facility operators to assess and improve facility performance. The MVP is updated and republished every two years. The most recent edition can be acquired through the Efficiency Valuation Organization.

Verifiable measurement practices are key to providing building decision makers with the credible data they need to make informed decisions about energy retrofits. These decisions often require confidence that energy efficiency investments will result in savings that will pay back the initial investment in a given time frame.
