ESPC ENABLE Energy Service Company Options

Energy Savings Performance Contract (ESPC) ENABLE projects use General Services Administration (GSA) Federal Supply Schedule 84, SIN 246-53 to select a qualified Energy Services Company (ESCO). The ESCO is required to go through a two-step qualification process to become an eligible ESPC ENABLE or Schedule 84 service provider. The two-step process includes first, becoming Department of Energy (DOE)- qualified and second, being awarded a contract under the GSA Schedule.

DOE-Qualified ESCOs

FEMP maintains a qualifications process for ESCOs interested in offering ESPC services. All ESCOs on Schedule 84, SIN 246-53 are required to be DOE-Qualified prior to being issued a GSA Schedule 84 award. GSA Federal Supply Schedule 84 (SIN 246-53)

Once it is determined that an ESCO meets the DOE-Qualification criteria, it can begin preparing an offer to be awarded a GSA Schedule 84 contract. GSA Federal Supply Schedule 84, SIN 246-53, requires potential vendors to review all solicitation related documents and submit all items required in those documents. Information for ESCOs

FEMP will host trainings for both current and prospective Schedule 84 vendors so that they understand the requirements to participate in the ESPC ENABLE program.
