Software

The following software assists Federal agencies in evaluating utility projects and services:

  • Building Life-cycle Cost (BLCC): Conducts economic analyses by evaluating the relative cost effectiveness of alternative buildings and building-related systems or components. The program is typically used to evaluate designs that have higher initial costs but lower operating costs of the life of a project.

  • Energy Escalation Rate Calculator (EERC): Computes an average annual escalation rate for fuel prices from the annual energy price forecasts of the DOE Energy Information Administration. This rate can be used to escalate contract payments in UESCs and ESPCs when the payments are based on projected annual energy cost savings.

UESC Virtual Center of Expertise

The purpose of the Virtual Center of Expertise is to help federal agencies and utilities significantly streamline the UESC implementation process and access the resources and expertise needed to overcome project barriers. The center provides project teams with FEMP points-of-contact and maintains a listing of agency, utility, and financing experts who are willing to assist their peers with project implementation based on their own experiences. The center offers sample documents and templates that are necessary for UESC implementation. These resources are made available to help promote the benefits of implementing a UESC project.

FEMP maintains a list of contacts from agencies and utilities who have volunteered to serve as references to UESC inquiries. These points-of-contact are available to provide support in areas of interest, including contracts, technical services, and regulations concerning UESC project implementation.
