Utility Energy Service Contract Resources

FEMP offers the following resources to help Federal agencies partner with utilities to produce successful energy-saving projects. Some of the following documents are available as Adobe PDFs. Download Adobe Reader.

Publications

The following publications outline critical components of utility energy service contracts (UESCs) and utility management for Federal agencies.

  • Alternative Financing Options: Overview of funding choices for Federal energy efficiency and renewable energy projects. (PDF 697 KB)

  • Quick Guide for Utility Energy Services Contracting: Summarized guide to conducting Federal energy management projects through utility energy services contracts. (PDF 672 KB)

  • Federal Utility Program Overview: Fact sheet overview of the FEMP Federal Utility Program, including common contracts and services available to Federal agencies through local serving utilities. (PDF 557 KB)

  • Utility Rebates and Incentive Programs: Fact sheet overview of utility rebate and incentive programs offered to Federal agencies. (PDF 754 KB)

  • Federal Utility Partnership Working Group Overview: Fact sheet overview of the Federal Utility Partnership Working Group (FUPWG), including group objectives, activities, and services. (PDF 426 KB)

  • GSA and Consolidated Edison's Strong Partnership has Many Rewards: Case study outlining energy management projects implemented at the General Services Administration's Ted Weiss Federal Building through utility partnerships with Con Edison. (PDF 479 KB)

  • Utility Energy Service Contracts: Enabling Documents: Book containing important legislative, executive, and agency mandates and legal opinions regarding UESCs, energy, and water efficiency improvements required at Federal facilities. (PDF 3.1 MB)

  • Performance Assurance for Multi-Year Contracts Under the Utility Incentive Program: Guidance for Federal energy and facility managers on participation in utility programs for the management of electricity demand and energy and water conservation. (PDF 255 KB)

  • Guide to Purchasing Green Power: Guide to assist Federal agencies considering purchases of power from renewable energy sources. (PDF 1 MB)

  • Utility Energy Service Contracts: Lessons Learned: Recommended best practices generated by a growing group of innovative energy managers across multiple successful projects. (PDF 2.3 MB)

Additional Resources

The Purchasing Renewable Power section provides information and resources related to purchasing renewable energy power. In addition, several energy savings performance contract (ESPC) publications provide relevant and valuable information for UESCs, including:

  • Renewable Energy Screening for All ESPCs: Tool to collect high-level site and related energy data to conduct pre-screening analysis for energy projects. (MS Word 481 KB)

  • Emerging Technologies Matrix: Tool to help Federal agencies evaluate emerging technologies for energy management projects used for ESPCs. (Excel 141 KB)

  • DOE ESPC Emerging Technology Matrix: PowerPoint presentation outlining the Emerging Technology Matrix tool used for DOE ESPC evaluations. (PDF 166 KB)

Software

The following software assists Federal agencies in evaluating utility projects and services:

  • Building Life-cycle Cost (BLCC): Conducts economic analyses by evaluating the relative cost effectiveness of alternative buildings and building-related systems or components. The program is typically used to evaluate designs that have higher initial costs but lower operating costs of the life of a project.

  • Energy Escalation Rate Calculator (EERC): Computes an average annual escalation rate for fuel prices from the annual energy price forecasts of the DOE Energy Information Administration. This rate can be used to escalate contract payments in UESCs and ESPCs when the payments are based on projected annual energy cost savings.

Training

FEMP offers Federal agencies an ongoing series of workshops and webinars to train Federal agencies on how to implement UESC projects. Consult the FEMP events calendar for upcoming training opportunities.

Slides are available from the FEMP Utility Financing Workshop (PDF 3.1 MB). The slides cover contracting vehicles used in utility-financed projects and the process of developing and implementing projects.
