Implementing Instructions Released for Federal Leadership in Environmental, Energy, and Economic Performance

The President's Council on Environmental Quality (CEQ) has released Implementing Instructions to the Federal agencies for Section 2(d) of Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance. The Implementing Instructions define the waters subject to the E.O. 13514, offer strategies for water conservation and reuse, provide helpful advice for metering and estimating water use, and give reporting guidelines.  They also encourage agencies to bundle water and energy measures to make the most effective use of resources.  They do not include storm water management.

The Federal Energy Management Program and the Environmental Protection Agency’s Water Sense Program co-chaired a working group of Federal agency representatives that provided recommendations to the CEQ for the Implementation Instructions."
