Guiding Principles for Federal Leadership in High-Performance and Sustainable Buildings

FEMP provides guidance and assistance for compliance with the guiding principles established by the 2006 Federal Leadership in High-Performance and Sustainable Buildings Memorandum of Understanding (MOU), which became mandatory through Executive Order (E.O.) 13423 and reinforced in E.O. 13514.

The common set of guiding principles include those for:

  • Integrated design
  • Energy performance
  • Water conservation
  • Materials to help:
    • Reduce the total ownership cost of facilities
    • Improve energy efficiency and water conservation
    • Provide safe, healthy, and productive building environments
    • Promote sustainable environmental stewardship.

Federal High-Performance Sustainable Buildings Checklist

ENERGY STAR's Portfolio Manager features a Federal High-Performance Sustainable Buildings Checklist—also called the Guiding Principles Checklist—that allows users to track and assess energy and water consumption across entire building portfolios.

To help comply with the guiding principles, Federal agencies can use the checklist to:

  • Conduct initial and final building walkthrough assessments
  • Track and easily view progress on each guiding principle
  • Upload compliance documents to the repository for record keeping
  • Create a portfolio-wide federal building sustainability roll-up report, and
  • Review up-to-date energy and water metrics generated by Portfolio Manager.
